On August 11, President Shavkat Mirziyoyev reviewed a presentation on creating favorable conditions for individual entrepreneurs and self-employed persons.
The development of entrepreneurship in the country is a strategic task. This sector plays a key role in economic growth, ensuring employment, and improving the quality of life. Therefore, business regulations are being simplified, and available conveniences are constantly being expanded. The introduction of digital technologies is providing significant assistance in this process.
To further develop a transparent business environment and expand opportunities for cashless payments, several new measures are envisaged.

In particular, a special legal regime for individual entrepreneurs and self-employed citizens will be introduced until December 31, 2030. An integrated digital platform is planned, bringing together all key services – from state registration to filing reports. Through this platform, it will be possible to register a business, open and manage bank accounts, calculate and pay taxes, carry out transactions, and issue fiscal receipts.
Within this system, entrepreneurs will be able to open an electronic wallet, enabling them to receive income, make payments to employees, counterparties, and organizations, as well as pay taxes and other mandatory fees. For individual entrepreneurs and self-employed persons who have an electronic wallet, opening bank accounts will become optional.
Starting November 1, 2025, QR codes and tap-to-pay technology will begin to be used in these processes. Documents can be signed without an electronic key, using remote biometrics and the SMS notification service. These data will be considered equivalent to paper documents. A pilot system of daily payments is being introduced, which will allow settlements with employees to be made through an electronic wallet.

Starting January 1, 2026, for individual entrepreneurs with an annual turnover of up to 1 billion UZS and for self-employed citizens, the turnover tax rate will be set at 1 percent.
Possession of a special QR code for accepting electronic payments will become a mandatory requirement of retail trade regulations for individual entrepreneurs and self-employed persons. Information on cash flow recorded on the digital platform will be taken into account when making decisions on issuing loans.
The President approved the proposals presented and signed a resolution on measures to create favorable conditions for the activities of individual entrepreneurs and self-employed persons.
