UN Human Rights carried out workshops on a human rights-based approach to budgeting for economic, social and cultural rights and the right to a healthy environment
“By ratifying the International Covenant on Economic, Social and Cultural Rights, Uzbekistan committed itself to realize these rights, including through the allocation of maximum available resources”, said Omer Fisher, Human Rights Officer at UN Human Rights Central Asia (OHCHR). “These workshops are designed to strengthen the capacity of state officials and journalists to analyze budgets from a human rights perspective, to identify gaps and inequalities in resource allocation, and to promote public discussion on measures to address them”, he added.
On 6-10 April 2026, in Tashkent, OHCHR facilitated two workshops on the human rights-based approach to budgeting for economic, social and cultural rights and the right to a clean, healthy and sustainable environment, which brought together 28 representatives of state bodies and 15 journalists.
“Budgeting for right to a clean, healthy and sustainable environmentdeserves special attention. It requires taking environmental factors into account when making financial decisions, so that public investments, infrastructure projects, and sectoral programs are assessed for their impact on the environment and public health. In this regard, approaches that allow budgets to be assessed not only for the effectiveness of expenditures but also for their impact on the realization of economic, social, and cultural rights are particularly important”, said Akmal Saidov, Director of the National Centre of the Republic of Uzbekistan for Human Rights.
During the workshops, participants deepened their knowledge of economic, social, and cultural rights, explored their interlinkages with right to a clean, healthy and sustainable environment, and acquired practical tools for human rights-based budget analysis and to promote public discussion and participation in decision-making on state budgets.
