On July 30, 2025, Akmal Saidov, Director of the National Center for Human Rights of the Republic of Uzbekistan and member of the UN Human Rights Committee, took part in the international webinar “Advisory Opinions on Climate Change – The Legal Bedrock of State Responsibility: The IACtHR Opinion on the Climate Emergency and Human Rights.”
The event was organized by the Centre for International Law of the National University of Singapore (NUS CIL) and brought together leading experts in international law and human rights.
The webinar focused on the discussion of recent Advisory opinions issued by the Inter-American Court of Human Rights and the International Court of Justice, which addressed states’ obligations in the context of climate change. Participants emphasized that these decisions affirm the right of every person to a clean, healthy, and sustainable environment, confirm the duty of states to prevent climate-related harm and regulate the activities of private sector entities, and lay the foundation for developing international mechanisms of accountability and compensation for affected states and peoples.
It should be noted that “Uzbekistan — 2030” strategy is aimed at developing a “green” economy and ensuring environmental sustainability. The year 2025 has been declared the Year of Environmental Protection and the Green Economy in Uzbekistan at the initiative of President Shavkat Mirziyoyev, reflecting the country’s commitment to the global climate agenda.
The webinar was opened and moderated by Danielle Yeow, Adjunct Senior Research Fellow and Lead, Climate Change Law and Policy, NUS Centre for International Law. Key speakers included:
- Nilüfer Oral – Director, NUS Centre for International Law;
- Professor Hélène Tigroudja – Professor of Public International Law, Aix-Marseille University (France), and Visiting Research Professor, NUS;
- Charalampos Giannakopoulos – Senior Research Fellow, NUS Centre for International Law;
- Elizabeth Wu, Legal consultant, ClientEarth;
- Catalina Fernández Carter, Head of the Department of Multilateral Human Rights Protection Systems and Bilateral Affairs, Ministry of Foreign Affairs (Santiago, Chile).
- Saidov expressed gratitude to the organizers of the webinar, particularly to Professor Hélène Tigroudja, for the opportunity to participate in such an important event, which contributes to international knowledge exchange and strengthens the integration of human rights into the global climate agenda.
Participation in this webinar represents an important step in promoting initiatives aimed at enhancing human rights protection amid global climate challenges and expanding international cooperation in this field.
